With the development of information technology, as the information carrier, video and audio and other multimedia play an important role in various fields of social life. The traditional video monitoring system based on analog signals runs to digital, network-based and embedded direction. Currently, compared with traditional video monitoring system the embedded video monitoring system has many advantages such as small size, low cost, high stability and good real-time.3G wireless network has powerful wireless transmission capabilities, the research and development of embedded network video monitoring system based on 3G wireless network has important significance in application.In this paper, we make a comprehensive analysis of chip architecture and processing ability on DM6437, RTP protocol and H.264 video coding standard, also study the theory and architecture of embedded network video transmission. At last we propose a design of video monitoring system which choose DM6437 as video processing core, ARM2440 as network transmission platform and RTP/RTCP/UDP as network transmission protocol.This paper completes the software design of the monitor system with tools as following, CCS, NDK, RF5 and Visual C++. Client part includes four tasks, video input task, H.264 encoding task, RTP packet task and network transmission task. The system takes full advantage of the resources on DM6437, and build network transmission software platform by TCP/IP protocol stack which provided by NDK based on embedded OS DSP/BIOS. In software application layer, the transmission of real-time collection video data use H.264 standard for low bit rate. H.264, as new video encoding standard, which has high compression performance and image quality, can meet the need of the video applications with different rates on different occasions. However, the high encoding efficiency is based on high complexity. Research on optimization algorithm of H.264 codec must be done to apply in video communications products. In order to solve the problems of H.264 video stream data transmission in the UDP, we proposed a video transmission program which use RTP/RTCP/UDP. The system achieves RTP/RTCP protocol based on ARM2440, and proposed wireless network transmission QoS dynamic feedback control based on RTP protocol. Server part, we use multi-threading technology, and proposed a communication model based on Windows programming. The experiment demonstrates this method is available and the performance is stable.
