Due to climate warming and ecological deterioration, more and more unpredictable natural disasters so frequently take place and they bring serious damage to the normal production and living of the people. In order to reduce the life and property losses caused by them, the advance forecasting of the appearance of landslide, mud-rock flow and reservoir burst becomes a more and more important issue. This project is just about the rainfall monitoring around the Guan river dam in Shanxi. With the system design's completion, it can give a scientific forecasting of the reservoir storage capacity and timely release warning water level, thus to avoid the burst byke breaching.On the premise of referring to a lot of Chinese and English materials, this project systematically research the current rainfall monitoring systems. By comparison, we find that the main problem of the existing rainfall monitoring system is the data transmission .There are two major existing systems of rainfall monitoring, that is wired means and wireless means. There are inherent flaws of the wired means, for example wiring is very complex and it is vulnerable to lighting, and the cost of installation and maintenance is very high and it is susceptible to damage and so on. For the wireless means, the most common use of today is transceiver module. It also has its own technical defects, for the signal is susceptible to obstructions such as mountains. Aiming at solving the technical defects mentioned above, this project presents a rainfall monitoring system which is based on GSM network and SIM300C module. It basically solves the data transmission problem.This project firstly introduces the background of choosing the project, the significance of choosing it and the problem it aim at solving. Secondly, it introduces its design goal, which is the realizing of a wireless rainfall monitoring system while achieving low cost and high reliability of the system. In the "the choosing of system project" part of the article, this paper analyze and compare the features of several short-distance communications project and finally orient myself at this project design based on the SIM300C module. Furthermore, it represents the compiling of the system programme and other VB PC control interface tapped by other personnel in the company. Finally, it makes a brief introduction of the system's testing results installed in the Guan river reservoir in Changzhi Wuxiang County in Shanxi.There are many features of this wireless rainfall monitoring system: the adaptation of the latest technology and criterion, the advanced research method, the reasonable design, the high reliability and low cost, the durative operation of the system because of the use of solar panel, and its testing result according with the request of national Meteorological Survey Department, its capacity to satisfy the demand of all kinds of rainfall monitoring, a good spread and application prospects. Its design and implementation provide a preliminary settlement means of the data transmission problem in the rainfall monitoring field of recent years, improve the management level of the rainfall monitoring and play an important part in the national flood control and disaster-relief.The system has been installed in Shanxi Changzhi reservoir. Practice has proved that it runs well, and is able to satisfy the designer's requirements.
