Public television originated in the West. Comparing with commercial television, because of its independence from the government and the market, spreading a nonprofit and service content to the audience, it leads the society to develop towards a more harmonious direction.However, on one hand, in a day which entertainment and private businesses are in their prime time, as a industry which has profound impact on the ideology, media industry must face a path of self-redemption. Therefore, in order to make the media industry to better benefit to the community, public television development became increasingly important. But now, public television from countries all over the world found themselves trapped into different degrees of dilemma. And all these crises and challenges directly or indirectly come from the instability of public television funding sources.On the other hand, China doesn't have the real sense of public television. Neither levels of public television channels nor science and education channels are fully compliance with public television basic characteristics, in institutions, program operation and source of funds and so on. Therefore, China also has an urgent need to establish its own public television. However, how to set up the Chinese public television? Through the transformation of existing television network, or starting from the very beginning? One of the key points to solve these problems is to discuss the stability of the income system.Economy is the foundation and motivation of communication activities. Stable and reliable funding source is the cornerstone of any media's existence and development. It's also one of the key issues to ensure that public television with the "public nature" of the characteristics. Thus it should be the top priority to reform and improve the broadcasting television system. Therefore, the study of funding sources for public television is of great practical significance in China. In this paper, the study of public television financing will not only stop at the West existing public television revenue system of sorting out, the triggered plight and the summary analysis of solutions. The focus is on analysis of the results of these localization studies and then making these can be used by us, and to provide economic reference for the public television system that can establish and develop well with Chinese characteristics in China's unique social environment.
