Along with the computer technology, especially the vigorous development of Internet technology, more and more people begin to contact and use the Internet, which dramatically the demand of web-based application and software demands. As a result, it promotes the booming of many new research fields, and also accelerates the pace of technological innovations in many industries. Within these, Problem Solving Environment, PSE, has made many new progress.Problem solving environment is one of the achievements of how to explore effective use of computer to solve practical problems with people mastering little computer professional knowledge. The combination of the concept of PSE and web features create much probability and opportunity for research and application on PSE, like distributed PSE system, network-enabled PSE and so on.The textile industry in China is an important pillar industry of national economy, of which the weave industry is an indispensable part. However, problems like original work, low efficiency of management, lagging informationization, can be seen everywhere in the industry, especially in the small and medium-sized enterprises. So that, a problem solving environment for weave industry is built to tackle the existed problems, like the using and updating way of weave design software, production management, information sharing and publication, and even cooperation between enterprises.The PSE system constructed in this paper is different with traditional PSE system, including innovations described below:First, the PSE is web-based, which means it breaks the limitation of workplace. Wherever there is network, uses can use the PSE. And this promotes the progress of informationization in the weave enterprise.Second, SaaS-type application model and integration is proposed. Because of lack of smart planning and effective management in early software development, most traditional PSE systems acted as tightly coupled systems, which are in shortage of good extensibility and compatibility, and should be not used. To handle the deficiency, SaaS theory is adopted. In this paper, software is turning into service with kinds of ways, and integrated into the PSE system. Services are run and managed on the service infrastructure of the PSE system. Changing the integration and management of software to service following the same standard is a new attempt for the PSE's architecture. Also, service standardization makes the PSE's architecture more open and strong.In the architecture's view, SaaS theory helps to enhance the flexibility, scalability and maintainability of the PSE system. Meanwhile in the business operation's view, it implements the idea of on-demand software and allows users rent and customize software services.Finally, personal workplace is implemented in the PSE system as the user interface which is a very important factor when evaluating a PSE system. All kinds of function and activities can be found in personal workspace without clicking step by step in collapsed menus, which means fast and convenient to users.The PSE system is implemented in the project of ShanDong Textile Service Platform (www.tihuayinhua.cn), and widely used in the weave industry. During implementation, a Portal framework is used and other services is integrated, like virtual storage service. Summary of the constructed system and expectations of research on PSE are described in the final part of the paper.
