Originally this paper attempts to design a platform, using the tools in information technology to support the problem-solving learning. The platform should decrease the teachers'repetitive workload, enhance the effectiveness for the use of the instructional resources, contribute to a more convenient way for the students to perform learning process, enforce the consolidadity of the students'problem-solving ability and better the competence to work and cooperate with their collegues.Several conclutions have been drawn in the paper: information technology can fully meet the needs of teachers and students in the problem-solving instructional process; The nature of the instruction of this type lies in the re-construction of the authentic context whose components should be mostly fulfilled by the software. Moreover, based on the authentic context,the functions of the software have been identified; Last but not least, the design of the functional structure, composed of content chunk and tool chunk, is a necessary and distinctive part of designative process of the sofware.This paper is made up of six parts:The first chapter states the relevant theoretical research both in problem and problme solving, and David.H.Joanassen's theory is accentuated in this section.To sum up the requirements of the teachers and the needs of the students,the second chapter introduces the work both in instruction design and its corresponding practice in the light of the therories mentioned.The third chapter analyzes the feasibility of the scaffolding and supportive role of the information technology supporting these requirements and needs.The fourth chapter begins with research on ill-structured problems and sheds light on the nature of the learning of this type and the humbler components that comprises the learning. Furthermore, it classifies the detailed functions of the software.The fifth chapter illuminates the general designative process of this software, especially the design of the functional structure. A commplete case has been given.The sixth chapter summerizes the whole paper, emphersizing both the positive results and the drawbacks, including the limitative researching conditions and the lack of precedented cases to draw on...
