With the rapid development of Services Computing and Virtual Enterprise technologies, the study of implementing business processes through web services has become a research hotspot in computer software technology. Because the clients of business process are gradually changing from mature standard customers within the enterprise to a large number of common customers with different demands outside the enterprise, the traditional business flow implementation and executive mode which is completed by program units prepared in advance or enterprise applications has been unable to adapt to the changes. However, the web service which is a development model for solving the problem of integrating network applications can support loosely coupled connections between systems and can make enterprises adapt to ever-changing environment.Therefore, this article presents a new business flow implementation and executive mode under the circumstances with heterogeneous, loosely coupled, autonomous and dynamic participant services. The key research point of this paper is the generation of business flow and the process monitoring and exception handling mechanism. The former is converting the virtual processes generated by process modeling which are not bound to specific services to executable business processes which meet the customer demand by searching and compositing web service. The latter is monitoring the process instances in the process execution engine in real-time and timely processing exceptions.At the stage of generating business flow, this article will be included domain-dependent attributes to the evaluation system of services matching and presents a matching method based on the non-functional attributes. The accuracy and reliability of the candidate services are improved by further filter. At the same time the quality of the executable business processes is greatly improved by the services combination algorithm based on global constraints. In this paper, the monitoring and exception handling mechanism extends the execution engine and extracts the original exception handling mechanism embedded in BPEL into the rules, which not only reduces the redundancy of BPEL file, but also improves the flexibility and variability of the platform.The implementation and executive model presented in this paper have the following main features:it adapts in a large number of published services situation and the services can be flitted further; the combination of services is based on the static template; the rule-based process monitoring and exception handling mechanism is mainly for the foreseeable abnormal; it can effectively control the process quality during the process pre-implementation and implementation.We develop an application project based on Intelligent Virtual Travel Platform, and apply our research on this platform.
