How the news media to report news events, has always been a topic of interest to news researchers. Based on the theory of social construction, to the premise of biased news reporting, and for the research methods of frame analysis of news, this study analysis news on the Wenchuan earthquake in People's Daily, and reached the performance of the implicit bias of news media production, audience, interaction between the Government of the deep according to statistical data and information.Seventies of the 20th century, the framework theory is a new hotspot in the field of Sociology. Associated with, Journalism began to involve the media report the news events of the bias problem. But until now, news bias theory has not been put forward and been demonstrated. This study is no longer limited to demonstrate the existence of information bias, but the more space there for the discussion of the theory of biased news source. Through the study of framework theory, this paper proposes framework theory include framework, framing, bias, framing effects of four core concepts, with their related propositions and theoretical orientation derived. This news bias theory is an important part of the framework theory, and news frame analysis is an important method of news bias.Theory of social construction believes news production is affected by the social structure. Disaster news condensed political awareness, ideology and news ideas of the various historical stages of contemporary China in highest measure. So this paper takes the disaster news for the subject. News reporting in People's Daily is typical on the Wenchuan earthquake, so the People's Daily is also the subject. From a macro perspective, the People's Daily news topics on the Wenchuan earthquake are broad and comprehensive. From a micro view, they are bias and stereotypical.But if the above simple bias narrowly understood as People's Daily reported earthquake in the lack of objectivity is clearly unfair. It has been found that the model of People's Daily reporting on the earthquake has its unique advantages. Media, government, the public's positive interaction to guide public opinion is more favorable to overcome the disaster, to establish a good image of the State and to avoid social chaos after Chi-Chi earthquake in Taiwan. However, in daily reports, hierarchy of media coverage is increasingly criticized by people, and traditional media are facing the risk of being absorbed by new media.
