Today, there are various application systems exit in each field of the enterprises, each of them is isolated from others, and it is difficult to realize data exchange and sharing. With the development of network and information technology, it is time to solve the data standardization problems fundamentally. Traditionally, people use point-to-point connection manner to realize data sharing and exchange. The data services offered generally access data using application systems, but that leads to data redundancy, high coupling degree among application systems and data storage center. Data element is consistently considered as the best solution of data standardization problem. Consequently, in our country, many fields start to research and apply data element theory one after another, such as e-government, transport and medical field.This paper introduces the integrated method and process of building data element catalogue, it stresses on these problems: Firstly, to solve data confusion caused by repeated data definitions in different areas and information systems, various data existing forms and so on, it puts forward"the contracting and merging method of data to be standardized"which can ensure the integrity and uniqueness of data. Secondly, for the different interweaved conflict types among data, we submit"matrix of data conflict analysis based on priority"and"contracting algorithm of data's attributes of representation class based on priority", which can normalize the solution of data conflict, and improve the efficiency of it. Thirdly, international advanced UDEF (Universal Data Element Framework) theory which is used to resolve the problems of data's classification, data element's autonomic identification and the autonomic inheritance of property between object subclass and parent class, is introduced into constructing data framework. Fourthly, for the demand of data standardization degree and user's flexible data requirement,"Method of hierarchical definition of data's attributes of representation class"is put forward based on different representation term. Fifthly, data element's registration meta-model, meta-meta model and batch generation algorithm proposed will change the form of data element management and inquiry, lay foundation for the data element's computer management. Lastly, because of the different application range of data element, it takes the method of"data element management based on business field", which can simplify the problem of classification and identification of object, improve the efficiency of data element searching.All the results of research are applied and checked in"research and construction of data center"project in oil field, also they are applicable for other fields'data standardization.
