With the rapid development of computer technology, electronic technology and navigation technology, the marine navigation automation gradually becomes necessary, and the role of Electronic Chart Display and Information System (ECDIS) has play a more and more important role in this situation. ECDIS is a kind of integrated navigation system, which plays digital infomations to mariners as well as saves the mariners from the strenuous repetitive work, and greatly improves the efficiency of navigators and maritime safety.This thesis analyses the state of the practice of ECDIS, studies the most recent related international standards, and provide the technical solution for the software development; secondly, it analyses the system requirements and characteristics; thirdly, it designs the system structure and resolve technical difficulty about Electronic Chart Display and User Interface; finally the paper summarizes the keystones and the factors that should be considered during the period of development, and gives a practical instance of ECDIS.Taking the development of ECDIS as background, the international standards related with ECDIS are studied in this paper, and on this basis, accomplished the development tasks. The main work and innovation points are as follows:Analysis the International Hydrographic Organization's IHO Transfer Standard for Digital Hydrographic Data(S-57), Specifications for Chart content and display aspects of ECDIS(S-52), Performance Standards for Electronic Chart Display and Information systems(ECDIS) and IEC61174 Electronic Chart Display and Information System (ECDIS)-Operation and Performance Method of Testing and Required Test Results. According to international standards and combine our military vessels and civilian ships' status, completed specific software requirements analysis; also in accordance with international ECDIS performance standards, designed the functional structure of ECDIS, the whole system is divided into four layers, each layer according to different needs, different packaging function; at the same time, increased public function call level, so that each layer can call the public function layer; using C++and C# to develop, in the Windows platform to complete the system development.The system has seven modules including Navigation Plan, Navigation Work, Charts Management, Position, Option, System Setting, Charts Display and Record Playback. At the same time, the system is easy to use and is friendly to operator.
