With the rapid growth of economy and the acceleration of urbanization in recent years, China's energy situation is increasingly serious. The construction of energy-saving society has become our country's inevitable choice. Building energy consumption accounts for about 30% of the total social energy consumption, and the HAVC energy consumption constitutes approximately 60% of building energy consumption. The energy-saving of central air-conditioning system has become a hot topic of energy-saving control.How to display the running parameters comprehensively, how to evaluate the energy-saving control system and how to calculate the energy use of central air-conditioning system, the problems above are hot topics for air-conditioning research. For now, the most used method of energy saving in large buildings is fitting Building Automation System (BAS). Although the system can accomplish the energy saving for some degree, it only monitors and controls the separate devices but can not analyze and manage the air-conditioning system for a whole. So the system is not ideal whether in real running or in system analyzing.The paper introduced a central air-conditioning energy saving system. The central air-conditioning system had a three-level data transmission structure, the terminal control device sent useful information to the energy service device and the energy service device sent the received information to the central air-conditioning management center through Ethernet. The central management software stored and analyzed the large amount of data by database management system, introduced data fusion and data digging technology, used the theory of energy efficiency which was based on energy transfer ratio and energy use ratio to optimize the control tactics and evaluate the control results.The paper provided the design plan of energy management software and designed energy storing database. The software was written in VC++ based on the most popular software designing platform Microsoft Visual Studio. The software was fundamental to the research and could also provide the data support to the later analysis and improvement. The energy management software was tested in laboratory and applied in a comprehensive hospital building. The results showed that the software was feasible and effective. The software can monitor in real time, data query, optimize control tactics and manage the system. Moreover, it can calculate the energy using ratio from different time and region, evaluate the energy consumption of the building from a whole point and accomplish the purpose of energy saving of central air-conditioning.
