With the rapid growth of economy and the acceleration of urbanization in recent years, China's energy situation is increasingly serious. The construction of energy-saving society has become our country's inevitable choice. China's building energy consumption accounts for about 30% of the total social energy consumption and the energy consumption of the HAVC constitutes approximately 60% of building energy consumption. The energy-saving of central air-conditioning system has become a hot topic of energy-saving control.In engineering applications, how to assess the effect of Control System, how to calculate the air-conditioning systems' energy utilization is a hot issue of the research about energy-saving of HVAC. After years of research, some stands for the buildings' cooling load has been proposed, which have the disadvantage of calculation complexity and the inconvenience of application. The analysis of air-conditionings energy using situation has just begun. In this paper, we use the methods of energy using efficiency and air-conditioning load estimation to analyze the effect of air-conditioning control system and the regional energy using efficiency of air-conditioning system.In this paper, the central air-conditioning control system is used to implement the distributed control. The terminal equipment controller is used to detect the temperature and the people flow conditions, and control the terminal equipment at the same time. The network-unit of the control system collects and stores the controlling communication parameters of the control region. Up to now, the control system has been applied in a radiation waiting areas of a hospital, and realizes the energy-saving control of the air-conditioning terminal equipment. After several months, the system made significant energy-saving effect. At the same time, A large number of control data have been got, which provide a basis for system analysis and improvement.This paper quantifies central air-conditioning energy using efficiency and energy saving effects, using the energy efficiency and energy conservation efficiency calculation and evaluation system. It can be very convenient to get the practical control effect of the system, after the analysis of the system data. This conclusion can be used for the improvement of control system. Furthermore, this paper estimates the actual cooling load demand and obtains the distribution of air conditioning load of the control region, using the estimation of the air-conditioning effective energy consumption. Through the analysis, the evaluation system simplifies the calculation of energy utilization, and the results of the analysis help to improve the energy-saving effect of the control system and reflect the distribution of the load.
