Next Generation Network based on the soft-switch technology has become the certain development trend of current telecommunications network; however, the traditional circuit-switch network is completely distinct from the soft-switch network based on the IP packet network. And IP packet network needs exchange messages with circuit-switch system which mainly uses the No.7 signaling. Then a problem has arisen that how IP packet network and circuit-switch network identify No.7 signaling and IP packets respectively. IETF has proposed SIGTRAN, a series of protocols, to solve the problem. SUA, a new protocol of SIGTRAN, provides powerful capabilities for address mapping, routing, and management, thereby being more qualified for the needs of the development of the current communication network.This paper starts with NGN and soft-switch, and mainly discusses the signaling transmission between soft-switch network and No.7 signaling network. With an analysis of No.7 signaling and focus on SCCP at first, SIGTRAN is then studied to solve the communication problem between No.7 signaling and IP packets, and more details emphasized on SUA protocol are exhibited. On the above basis, various designs are proposed relevant to the practical applications in the product using SUA protocol as well as elaborate implementation details of message process, including IP routing of SUA, coexistence and interoperation of SUA and SCCP, and routing in multi-protocols. Finally, primary testing on the product of Csoftx3000 is accomplished and the feasibility of the schemes is verified.
