In the service-oriented architecture,the pursuit of fast, efficient and safe service in establishing service cooperation system is often not enough. Service cooperation is often subject to various exceptions during the dynamic operating environment. Therefore, the maintenance of service cooperation is essential. In this paper, based on the Norm-Gorved Policy-Driven trusted automatic service cooperation model, a QoS-based Business Process Flexible Scheduling and Supporting model and a Hierarchical Norm-Governed model are proposed. Under the control of policy-based self-management mechanism, we use business process validity period and service validity period to enhance the availability of scheduling, use contract's relations to maintain the process of collaboration, use service level Objective, QoS parameters, QoS metrics and other indicators to monitor the implementation of service contract, and as a result the survival rate of business preprocess is maxilized and service coordination efficiency is improved.This paper firstly introduces the topic of the relevant background, and then gives a definition for Policy and other related definitions. Then it describes the QoS-based business processes flexible scheduling model QoS-BPFS and the hierarchical contract maintenance mechanism HNGM, elaborates a joint QoS and contract maintenance process and finally give a example of data mining in the supermarket.
