Location Based Service (LBS) provides services relate to user's spatial location. Most of current LBS are common GPS navigation systems, even the LBS on the personal mobile device use the same software with common GPS navigation systems.People often enter small area (small area means areas that with small area bounded by specific border. Suck as park, market, amusement park, etc.) in daily life. These small areas have the following characteristics and requirement for LBS systems: providing strong dynamic map information; personalized navigation, touring and shopping guide, and publishing recent information. Existing GPS navigation software systems and other LBS systems are difficult to meet these requirements.So that we proposed Location-aware Personalized Information Service for Small Area (ScudMobile), information service means providing information about Point of Interesting (POI). The main contributions of this paper are as follows:a. Since existing POI information are organized in a manner not suited for personalized information service, we have established a new organizational model for POI information, replacing the original single-tier organization with the three-tier organization, to facilitate customizing information for user from many different aspects.b. In order to make user and information service provider understanding information mutually, this paper adopt OWLDL language to establish a semantic description specification SOI.PISS for ScudMobile, which provide knowledge sharing based on semantics and good extendibility. c. We proposed a framework for ScudMobile to provide standard process for developer, and the client developer, server developers, small area managers, user can be coupled loosely.
