As the core component of the E-government, the constructions of the government portal websites have got more and more attention. But, there are still problems exsist, such as the low rate of the use and satisfaction. At present, the research of the government portal website are mainly focus on the effectiveness and maturity and so on, but research on the usability of website from the viewpoint of the user is pretty scare..Thus, based on the paper research of the new public management, government portal website research, human computer interaction, usability and trust, we constrct a model to find the relationship between usability, user satisfaction and website trust.First, this study uses the heuristic eveluation method to evaluate the usability of some city level government portal websites, and picks up three websites with the significant differnences as the research target. And then we go through the process of data collection based on the user experience. At last, we analyze the data use the software SPSS 13.0.The main conslution of the study are as follows:(1)Construct an eveluation model for the government portal website through papre reasearch and data analysis, which including five dimentions: content, ease of use, promotion, customization and emotion.(2) There was a significant difference in the perception of the impoartance of the five dimentions of usability: content, ease of use, promotion, customization and emotion.(3)Confirm that the five dimentions of website usbility have a positive impact on user satisfaction and website trust. During the five dimentions, the content has the most obvious impact.(4)Content, ease of use, promotion, customization and emotion have the impact on the the website trust through the intermediary role of user satisfaction.
