Because the construction of China's electronic government information is later,so the level of it is generally low,many local e-government is still stuck in the initial stage with "Web+mail" style.Because involving various types of government information and data sources used in the treatment methods are different, information is scattered, thus creating the phenomenon of so-called "information islands",which to share information in government departments,and information utilization, and scientific decision-making created a great obstacle.Now the core of the construction of electronic government information should be the solution of integrating information, and provide users with more natural and more convenient way information exchange in order to achieve service capabilities to enhance effectiveness of the concept of multi-channel communications platform, which through voice calls, SMS and other means of communication integration, greatly improving communication and efficiency, all kinds of information can be passed through various media in a timely manner to the appropriate recipient, can enhanc the effectiveness of e-government applications.The dissertation in order to e-government information technology as the main line, first introduce the analysis of e-government information technology in the field of public service status and issues, and then introduce the concept of VXML technology, with emphasis on the multi-channel communications platform of the key technologies of the study reads as follows:1. Researching based on VXML technology, architecture and multi-channel communications platform model, mainly including VXML voice browser, speech recognition engines, speech synthesis engines, technologies such as voice channels.2. Researching the application gateway integration technologies, including SMS Gateway Protocol, SMS gateway communications standards.3. Researching the information processing system of the closed-loop. On the same time, The dissertation introduce the development of multi-channel communications platform-iEGP system, thus enabling the physical structure of the system, database, technical architecture and logical architecture design, and list the main implemented functions. And multi-channel communications platform provide services to the public data source information integration, cross-sectoral and multi-channel communications and information services to the closed-loop processing, a fundamental solution to the process of building e-government system, the bottleneck for the public service, which fully reflects the electronic Administrative System of the core value, and ultimately achieve the goal of building service-oriented government.
