Along with the prevalence of GPS technology, combined with GIS, wireless communication network and computer technology, navigation systems have the applications of vehicle tracking, marking out on map and navigation of traveling routing, information querying and urgency aid, have improved transport benefits of vehicles and using ratio of roads. This study discussed the characters of large scales, isomerism, multi-center in the vehicle positioning of ITS, which makes sense in both science and engineering. We have mainly done the work following:Firstly, we analyzed many isomerous transport protocols deeply, picked their similar characters, proposed new mechanism used with network gateway to adapt to multilevel and multi-node integrative network. Warrant to correlated analysis, we decided the implement and thought of cooperate classical system design pattern and data communication gateway. System designed is constituted by multi-protocol conversion and multi-user transmitting.Secondly, we recommended and analyzed GPS terminal protocols, established communication protocol based on navigation between gateway and GIS client, systematically designed canonical integrated and efficient packet protocol among layers. Using MFC programming we wrote a multithreading communication gateway program, which was event-driven and transmitted by message. The realization of gateway was presented, and system was tested and worked well by building testing environment, which had well expansibility and coordinated efficient transmitting ability.Thirdly, the program designing interface of the communication gateway had afforded simplified API application function, data and application was integrated based on the MapX/SQL Server. The gateway accepted connection requests of several authorized GIS control platforms in order to display the vehicle state information. The operating interface has a tree topology manage menu, whose concrete function is to monitoring the objected vehicle's location, velocity, state (includes alarm), commands, history inquiry, personnel management, vehicle management and dynamic fence for in or out of the city.At last, this project was applied to practice, which declared that it suits to designing requirements and attained good performance. We realized efficient uniform management of multi-model GPS terminals. Controlling software was more consummated. Integrated coordinating traffic monitoring system remains to be expanded.
