With the development of Internet Technology, more and more application software works based on Web. The Hunan Weather Scientific Research&Management Information System, which is based on Web, can achieve the public, fair and scientific evaluation activity. With the System, the coordination department can not only save lots of manpower and material resources during each statistic work, but also maintain high efficiency to make quick analysis on the statistic data. Besides, the staff of Weather Department can anytime easily modify the personal information on website, and the newest scientific research results can be reflected more accurately.In this paper, The Service-Oriented Architecture was analyzed, the application framework of system which based on workflow was explored, and the key technologies during the implementation process of system was researched, primarily covering the.NET technology, SOA, workflow, XML technology and SQL Server Database. On the basis of well-defined system design principle, the paper made the analysis on the system requirements, designs the system’s primary operation flow as well as its database. By means of the.NET and SQL Server Database, it analyzed how the system achieves the main functions and security in detailed manner.
