Lanshan harbor of RiZhao in Shandong province is a new harbor—a deepwater wharf harbour. Loadometer has been installed at stevedores and yard access department because there are so many trucks coming and going that measurement tasks are extraordinarily strenuous. According to the staff of the Housing pounds, everyday they should record the weighting data about 3,000 vehicle trips; the main measurement method is electronic sensors—weighting—computer. This approach reduces the uncertainty of measurement, reducing data processing errors, so it is widely used. However, many reasons lead to that Work efficiency and quality can not be substantially increased, just like the low level of automation software, imperfect Network applications, and not realizing automated information sharing between different scales houses, different docks, different freight yard and different passageways.The project target is unified managing weighting houses in the port and increasing the competitive strength of the port. We will carry out the technical transformation based on the existing facilities to achieve the automation and intelligent in the process of weighing, reduce labor intensity, improve work efficiency and quality, and prevent and avoid the occurrence of the cheating phenomenon. We will improve the Centralized management efficiency about weighing data in the port, and provide weighing information services for all levels of management.This project adopts RUP design patterns and UML description tools, uses Computer Network Technology and combines Measurement characteristics of the port. We have finished requirements analysis and system design of Truck Scale management software in Lanshan port of Rizhao in Shandong province, established a solid foundation for system design, unified the design standard, ensured the software quality, lowered the costs and reduced the risk.Firstly, the article discusses and analyzes the technology characteristic about Multilayer system structure and system frame, and its relevance technology background, then take the weighing data acquisition subsystem for example, discusses the software development process such as system requirements software, system design software, database design software, system implementation software and so on. We use Power Build 9.0 and VB programming languages as Development tools, in Windows XP and SQL Server 2000 platform, achieve automatic weighing, large screen display, bill print, distributed storage, centralized management and other functions. It also enhances real-time and accuracy in planning, controlling and scheduling management, greatly improved management and efficiency, this is the new direction of the harbor electronic truck scale system development, and brings good economic and social benefits. Meanwhile, according to the research of weighting data collection and management which have typical industry characteristics, we have formed a series of analyzing and designing patterns for weighting data collection and management, so as to guide the information construction of domestic industries of the same kind.
