Along with the development of information technology and kinds of requirement of various application, nowadays the application system and the network circumstance which base on is becoming more and more complex. Meanwhile, users accessing the systems need the applications to be more and more stable. Therefore, a integrated and efficient platform that is used to manage systems, manage network circumstance is very necessary. The platform should also support the development, management and installment of applications.Based on the problems in practices, the paper design and implement a general manage and control platform system. First of all, the paper mainly introduces the basic theory of the platform. Then, the paper introduces the architecture of the platform. Based on the designed theory and the architecture, we implement various function modules of the platform. Lastly, the paper introduces the mobile network management of the platform.Firstly, on the facet of design, the platform bases on multilayer architecture. The design of the platform mainly bases on the pattern of software bus and plugin modules. Aim to enhance the platform's flexibility and expansibility.Secondly, on the facet of function, based on the theory of plugin modules, the paper designs various function modules which are useful in practice in the platform, such as service management, network management, alarm service and so on. Each function module communicates with each other on various software buses.Finally, based on the concept of cloud computing and mobile internet, the paper designs and implements the mobile network management module, aim to supply flexible management path for the managers. The paper mainly introduces the designed theory and function modules of the mobile network management.
