As China's urban economic development and people's rising living standards, private car ownership. Especially in large cities, traffic congestion, environmental pollution has become a constraint on economic development, improved living standards of the important issues. Intelligent Transportation System is recognized as the best approach for solving urban transport problems. Parking guidance system is an important component of intelligent transportation system, which is designed to guide drivers successfully to the purpose of parking by providing reasonable parking-lot and traffic information, and to achieve the social optimum optimal control. The implementation of parking guidance system can reduce the vehicle's invalid parade, a certain extent avoid traffic congestion, obstruction, and then improve traffic conditions.This paper studies the information dissemination, berth reservation and the shortest time path problem of parking guidance system. Research results will be applied to the active parking guidance system simulation experiments. This study includes:(1) Introduce domestic and foreign applications of parking guidance system, current research, and composition of the framework. Point out the deficiencies of publishing guidance information .Propose regional information release platform VMS and personal publishing platform vehicle monitoring, and study the information release content.(2) Discuss the active Parking Guidance System berths reservation model, point out the key of successful berth appointment is the prediction of arrival parking time. Ami at the continuity and similarity week of home urban road traffic flow, propose a fuzzy C-means clustering algorithm to predict the traffic flow rate. Cluster results will be used for predicting the arrival time on the berth reservation scheme model.(3) Study the classic shortest path algorithm, point out the deficiencies of shortest path algorithm and dynamic shortest path algorithm. Propose prediction-based shortest time path algorithm, use rectangular region search algorithm to determine the shortest time path search area, and use the cluster results to determine the road time weight in search area.(4) On the basis of the above study, analyze the function of the upper management software of active parking guidance system and module function.
