Establishment Of The Investment-Efficiency Evaluation Index System Of Information Resources Co-construction And Sharing In Libraries

After 1980s, the work of information resources co-construction and sharing became the emphases of our library and information circle's theory research and practice. It aimed to satisfy users'information resources demand maximally by avoiding repeated development of information resources and increasing guarantee rate of information resources. In the long time, information resources co-construction and sharing was endowed mystery by us. Library circles and Library Science circles insisted that libraries could solve many problems, such as outlay, space, and personnel shortage via systemic co-construction and sharing. With this concept, we constructed numbers of information resources co-construction and sharing projects. Whereas, whether these projects are economic reasonable, they would bring more benefits or there exists "black hole" which is similar as IT investment. We do not have enough serious and meticulous evaluation on it. Meanwhile, there is lack of a systemic, scientific and external suit of evaluation index to reflect, analyze, measure and estimate practical effects. And we can not provide effective analysis methods and basics for investment of information co-construction and sharing projects. In order to solve these problems, establishing scientific evaluation criterion, especially evaluation index system should have significant conceptual and practical meaning.The sound development of information resources co-construction and sharing needs supervise and support of a suit of evaluation index system. Furthermore, information resources are one of our country's informationization six elements. The extent of information co-construction and sharing are related to the extent of our country's informationization. Hence, the studying and constituting of a universal evaluation index system is an important supplement and consummation to national informationization index system. It is a significant task. This article analyzed information resources co-construction and sharing investment efficiencies evaluation index system development.The structure of this article:It has four chapters. Chapter 1:Instruction. We discussed information resources co-construction and sharing investment efficiencies evaluation index system's research background and meaning, research process and methods, anticipating innovation. Moreover, we summarized current research all over the world. Chapter 2:We summarized the investment-efficiency of information resources co-construction and sharing. It included explanation of relevant concepts, analyzed cost and benefit of information resources co-construction and sharing, and analyzed the generating process of investment-efficiency of information resources co-construction and sharing. Chapter 3 is the establishment of evaluation index. We analyzed necessity and feasibility of constructing evaluation index system, principles of constructing evaluation index system. Then analyzed the basic procedure and concrete process of establishment. On this basis, using Delphi Method, we established the framework of evaluation index and determined weigh of evaluation index. Chapter 4:Conclusion. We indicated problems that should be noticed, and put forwards research imagination in future.
