Video monitor application has broad market demand. But, at the present time, most monitor systems mainly focus on desktop computer or base on Web. Along with 3G business has officially entered the commercial phase and intelligent mobile terminal computing power develops rapidly, wireless video monitor system based on smart phone has a big development foreground.This thesis realizes a kind of digital video monitor system based on the smart phone terminal. This system adopts H.264 video coding standard. It is well known that H.264 is the best video compression and coding technologies. Making use of its high compressibility, good performance in network and error recovery, this system has the ability to overcome the low bandwidth and noise jamming. Meanwhile, it can realize video monitor with high quality. The system uses RTP to transport data. The RTP is widely used in multimedia application area. It has quality feedback function. It can also realize transporting and controlling multimedia data in low bandwidth and ensure quality of transport service. In the smart phone terminal, the system adopts Windows Mobile OS. This operate system has high market share, which is characterized as usable and easy to develop application program.This thesis firstly introduces new techniques of H.264 and its error recovery, and analyzes its design feature in network transmission. Then the thesis analyzes transport protocols, like RTP and RTSP, and presents a simple packet method of H.264 payload. The article also analyzes smart phone operate systems which prevail at the market at present, then chooses Windows Mobile as client OS and also introduces how to develop program on this OS. At last, this thesis presents how to realize the smart phone monitor system based on H.264. It details that how to realize video captured in PC terminal, transplant open source library and display the video in the smart phone. The article also introduces the problems encountered during the system design and implementation, and points out the solutions. Finally, it shows the whole picture of the system. This thesis also can be a reference to those people who want to develop streaming video on the smart phone.
