As the safeguard system's construction is widely used, video monitor, as a combination of traditional video technique and modern communication technique, has caused public attention in China. Simultaneously, by the computer technology, network technology and image processing technology's fast development, the application of video network monitoring system is technologically guaranteed, which will provide good service for people's outing and security.The current video monitoring system's construction is changing from conventional analog signal image's transmission to digital signal video stream's transmission. Compared with monitor system that is made by camera, matrix and television, the system, which depends on computer and network using digital video encoding-decoding technology and multimedia technology, performs more rationally at image management and distribution and makes the setting and request for image move easily. So, it will be a great practice significance and application importance for supplying a practice pattern for many vocations that researching a project of video networked monitoring system.Depending on the application on the traffic system network, this paper takes the practice demands of expressway system of Jiang Su province as background, and finally supplies Video Networked Monitoring Platform (VNMP) as a rational design project. The monitor video resource is reorganized by this system, and managed and distributed according to the principle of level match. In topology, VNMP takes distribute Client/Server construction. In system organization, depending on different functions, VNMP is divided into Authorization Server, Streaming Media Server and Video Demanding Server. They individually take charge of the system's maintenance, the video stream's distribution, and the digital video's soft-decoding and playing. In working pattern, multi-level video distribution can be applied between every two VNMPs, so the video resource of each domain can be shared in common. Meanwhile, the theory analysis and practice design of the technologies referred to in the paper is given. These technologies include digital video, video compress encoding, hardware and software decoding, stream media and network communication, etc.VNMP's development is finally achieved in the laboratory. The system's function has been fully tested based on building a test environment, and has been proved by running in the practice project environment on the expressway network of Jiang Su province. Eventually, the test result and performance evaluation is given based on the running conditions in the two different environments.
