The embedded system is more and more widely used in electronic area because of the feature high integration,high performance,high speed,low cost and stability. Especially with the rapid development of the multimedia and the network,the remote video surveillance system was also applied widely. Being through the stages of the local simulation signal surveillance system,PC card-based digital surveillance system and the network digital surveillance system based on embedded technique,video surveillance system is heading to a tendency that anterior integration,video digitalized,monitor networked,system integrated.So the development direction of the video monitor system is that using embedded equipment as front surveillance system,transforming analog signal into digital signal,and proceeding network surveillance in any time and anywhere .The research is based on ARM9+WindowsCE+JPEG hardware and software platform for the realization of video surveillance system in the paper.On the hardware design part, Detailed analysis of the video surveillance system as well as the working principle.On existing hardware in the laboratory resources to build the hardware platform,analyzing of Flash memory module,SDRAM memory module,Video capture module,Ethernet module of system.Depth understanding of hardware interface,complete designing system hardware.In driven design part, after analyzing the characteristics and working mechanism of the WindowsCE, multi-threaded and interrupt handling mechanism is used to meet requirement of real-time. The design key point and range of Windows driver is discussed deeply, and it is taken serious to research the cooperation request,focusing on the working principle of the camera and network chip. Complete the driver of camera device by the means of stream driver, realize the function of Image collecting,Image capture,Preview and Codec mode. Complete the driver of DM9000 device by the means of layered driver structure, realize the function of network interface,registry file to configurate,driver file to load. We get good result from the test of driver.In software design part, analysising of JPEG coding standard and coding process, realizing JPEG image coding in WindowsCE,improving the DCT algorithm, increased the speed of program.Achieving the network Transmission by C/S mode,Completing network client in WindowsCE, transporting the image data compressed.At the same time,Completing the network server in computer,displaying the image that was decoded by JPEG standard. We get good result from the test of software.Finally, In the premise of each module working normal,complete the whole system test, It proved that the system meet completely demands in the place of Elevator,Shopping Center,Family.At present, the performance of video surveillance system in China still lags behind others abroad. The task is to develop one high capability and low cost video surveillance system. It has a good influence to the video surveillance industry.
