Remote surveillance system based on embedded technology can achieve a purpose of dynamic, non-dead monitoring and can monitor some special environment without the influence of humidity and temperature. It is widely used in military, transportation, smart home, medical care and other fields. It can solve the disadvantage of limited monitoring region and fewer applicational occasions in the traditional surveillance system which fixes image capture device in one place.This paper presents a remote surveillance system based on ARM and FPGA. Firstly the hardware circuit in which ARM is used as host controller and FPGA is used as supplementary controller is designed on the base of analyzing the functions of remote surveillance system, it can greatly improve the stability of the system to use ARM to control image acquisition unit, speed acquisition unit, network transmission unit with little interference and use FPGA separately to control motor driver unit, servo driver unit, battery monitoring unit with strong interference; then stream interface drivers of image acquisition, GPIO, PWM, external interrupt EINT19 based on WinCE are designed; also applications of image acquisition and compression, network communication, car model speed acquisition are designed; internal logic circuit of FPGA using Verilog language can complete the functions of battery monitoring, servo controlling, DC motor controlling.This system is composed of image acquisition and compression, motion control, network transmission.The speed of image acquisition is up to 30 frames per second, the image pixel is 640x480, JPEG compression ratio is up to 10:1, response time of control command is 1s, and the speed of network transmission is up to 10Mbps. The system is characteristic of expanding functions easily, low power consumption, small size, great anti-interference ability, having good market prospects.
