E-government has become the main direction of administrative reforms for the world. The government will establish website to provide network services as improving administrative efficiency, which is an effective way to close the relations of government, enterprises and citizen. Whether from the view of scope or quality, the web services provided by the Government have been greatly enriched and improved. A new, virtual forms of government called "government networks" or "e-government" is emerging and the way of the administration of the Government is about to change. In this paper, the Implementation of the management system for approval items is based on he existing e-government online approval system through analyzing the actual requirement and workflow.First of all, on the basis of the background and problems the system faced, we analyze and illustrate the functional and non-functional requirements using case diagram and flow chart.According to requirement analysis, objectives and principles, design the technical and functional architecture of the approval system. Considering the system scalability, maintainability and performance problem, the technical architecture bases on .NET layered architecture Model. In the functional architecture design, discuss various components of the system and give a dynamic flow system.Secondly, do the detailed design of the approval management system. This part is divided into organization management, approval items management, form design and workflow design. In order to fully understand the system, we analyze its role in Online e-government examination and approval system and design the whole structure.Thirdly, based on the detail design, we simply introduce the implementation for each module, design the effect drawing of the system and analyze the system test, especially pressure test and its environmental construction.Finally, this article gives an introduction of the application of the approval management, and also proposes suggestions for improvement.
