The popularity of the individual-oriented network communication is the most significant result of the development of the network, which brings us into the individual-oriented communication era. The emerging of public issues is the result of the development of the individual-oriented communication. The public issues appear out of media, which can indicate both social development and the deconstruction power of internet. It focuses some public spheres which were ignored by traditional media and brings new social functions.By discussing the main form of WEB2.0 technology, such as Blog, Really Simple Syndication (RSS), Tag, and Wikipedia and so on. By investigating the form of we media, its discourse and production, communication ideas, the satisfaction of using and culture features, I try to generate individual function and social functions of we media and get the concept as well as the connotation of we media and personal communication.At the same time, by using the theory of public space, discuss whether it is possible for the personal media to build the public space in the future, and find the practice of personal media. In order to meet the need of information, that the government should know how to guide and govern we media, and people of we media know how to disciple themselves. At the end, I conclude that we media brings freedom to people and do not bring the barrier to people.In short, the essence of the popularity of personal media is that man get liberated, in the meantime, various thinking appears, and social relations and social interests become complex. Personal media is not only an implement, but also build new social and social relation. Personal media will have positive influential on the future social in which personal and the public can interactive, check and balance.
