Due to the fast developing society with information exchange, it is urgent to solve the problems of isolated data islands, sharing data and keeping data consistency. Information exchange is one of the most effective ways to solve the problem. Meanwhile, information exchange is confronted with a great of security challenges.How to make sure the exchanged information security? Not only has it become the urgent problem to be solved, but also is the base of the entire information exchange process. Only successfully solve the problem can we truly realize the safe data exchange and sharing. A kind of security framework based on XML format was proposed after analyzed the existing information exchange system and its information security. Several XML security technologies such as XML encryption, XML Digital Signature and XML Key Management Services (XKMS), etc. were used to implement the higher XML information security in the framework. Main innovations and research discoveries are listed below:To begin with, the process of information exchange, security requirement and its information security principle was firstly analyzed. An information exchange security framework based on XML format was proposed after the analysis. The frame which adopted XML and other security technologies was to make sure the security of exchanged XML documents. The security frame can be divided into six modules: identity module, authority module, key management module, encryption and decryption module, digital signature and public module were designed; the function of each module was shown in detail.Secondly, the design and implementation of some important modules: encryption and decryption module, digital signature module and key management module.
