A Study On Benefit Evaluation Of Libraries Based On DEA

Today, in the information, knowledge era, the University Library as a knowledge reservoir, plays an important role in dissemination of knowledge and cultivating talents. The library benefit of university is the sign that evaluates management and service level of library, and is also an important indicator to examine the college teaching level. Over the past decade, the college library was faced with the huge challenges. With the rapid development of higher education, a series of policy that includes the increasing of college enrollment, adjustment and merger has implemented. It increases the user scale of university library, at the same time, the surge of automation network and digital swept the world that increases the amount of information,books and journals and other information resources. This makes the limited investment resources have not meet the readers'needs. It becomes a primary research subject that how to use the limited resources to meet the needs of readers, exert its function, increase the efficiency, that makes university library have sustained development.At present, the evaluation of university library'benefit is generally qualitative analysis, and is too subjectively. It can not provide scientific and objective guidelines for the construction and development of library. At the same time, people have the general opinion that the evaluation of library always places great emphasis on stockades,input and scale rather than using,output and efficiency. Under this evaluation system, university library has emphasis on hardware, neglect the utilization of existing resources for a long time. However, the university library's fundamental responsibilities for realizing social value are maximizing the utilization efficiency of library's information resources and fully meeting the needs of teaching and scientific research. The library has the benefit is a requirement for investment. Good benefits of library are the necessary condition for university library'survival and development. Therefore, effective, reasonable and realistic assessment of the University Library has become an essential requirement for development of library. So, this article analyze the influence factor that influents the construction and development of University Libraries and benefit of output. It also analyzes current situation domestic and abroad, learns from previous mature theoretical basis, analyzes connotation and principles of evaluation to the benefit of library, Optimizes and establishes the comparable index system of library benefit evaluation. The index system can not only for longitudinal evaluation to a library in different years, also suitable for horizontal evaluation between the different university libraries, extends the scope of evaluation. At the same time, this article adopts combinational weighting method, avoids the defects of subjective weighting method, the objective weighting method can make the index weight more objective and scientific. This paper also takes an empirical study, analyzes input-output data of ten university libraries in 2008,evaluates these libraries by using DEA method, Study the different university libraries on resources efficiency, finds existing problems and the reasons, calculate the redundancy of input and the deficiency of output, provides scientific guidance for University Libraries'policy makers and managers, helps them find problems and puts forward the reasonable reform scheme, improve the management mode. In the final part, summed up the common and currently existing problems of University Libraries, and gives the methods and ways to solve, these methods will help managers puts forward the Reform program, meet the requirements of readers, and improve the benefit of the library. So that the library can be a healthy and benign development.
