With the deeply developing of the construction of information in colleges, the campus network extends and expands continuously. On one hand, the dependence of school teaching, research and management work in campus network are increasing continuously. on the other hand, the complexity of the campus network is increasing too. Traditional IT management in colleges can no longer meet the college requirements of the development of information technology, IT management of colleges are facing new challenges. IT management of colleges must be reformed in the service concept, service type, management means in order to adapt to the new requirements of the development of the colleges information.The standard methods and processes that IT service management advocates provide us a better idea of solving the problem of IT management in colleges. ITIL is the best practice about the process of IT service management, it can provide good theoretical basis and technical assurance to the management of college information in order to make it more standardized and orderly.This article analyzed the status and the needs of IT management in colleges deeply based on the studying of the research of knowledge about ITIL and the analysis of IT management of other colleges at home and abroad, besides it refers the solving program of IT management in market and absorbs them. Combining the framework of V2 and V3 we provided a model based on ITIL about colleges IT management. This model gives us some implementation plans and steps adapting to the IT service management. Combing the actual situation of colleges IT management departments it designed event management, change management in detail, and then in order to adapt to the running of the new process it adjusted the organization and character of the IT management. At last according to the criterions and the requirements of software engineer it used the Struts, Spring, Hibernate framework and OSWorkflow to design and realize the IT service management Prototype system based on J2EE.
