Especially, the framework, process, and architecture are provided aiming at the core content of IP phone dispatching meeting system.Author uses technology of SOCKET to monitor and manage terminal unites on join of soft-switch network. And the soft-switch system is improved, adding interface of application program in order to controll function of soft-switch directly. At last this paper provides development and realization for management, monitor, phone inserting, phone off, monitor listening and how to organize meeting of phone in soft-switch.
