Examination is a significant way to identify the qualified personnel in the modern society; meanwhile, marking is one of the most crucial aspects in examination. The qualities of marking are not only imperative for people's destiny and future development; but also earn the concerns of millions of people. Moreover, marking is also a vital way to maintain the national stability and future development. Consequently, fair, impartial, as well as secure marking methods are extremely imperative for filtering more qualified talents for the country and society.The marking management is necessary. The traditional marking method is centralizing the test papers and marking staffs from different provinces to a certain place to mark alternately. When the marking-quality inspectors censoring the marked paper selectively, they should gather the entire marked paper to a certain place, and check randomly. During the process of checking, stuffs should skim marked papers page by page; meanwhile, examine the reliability of marks given by markers. Consequently, the traditional method is a great waste of time and financial resources. Moreover, because of the distinguishing feature of manual marking, the Scribbled handwriting, by the markers, enhanced the difficulty of the quality management and inspection for the examination. Because of its greater labor intensity, manual inspection usually leads to numerous indispensable marking errors. At the same time, because the process is a serial operation, which means all the papers can only be put in storage before they gathered for inspection, it can not guarantee the speed of marking and quality testing. Simultaneously, because of the transmitting, storage and warehouse-out inspection of the testing paper, the traditional manual inspection has some potential danger in the security aspect.In recent decades, with the widespread and development of computers, networks, network-securities and the database system, online marking will be a new trend; meanwhile, it will gradually replace the manual marking method. Furthermore, it will drive the development of the quality of online marking system. Compared to the traditional management of the manual scoring, the online marking system will be able to reduce the marking error, improve the proportion of sampling-inspection of marked papers, and improve the fairness of marking. Moreover, online marking will save resources, facilitate the archiving and management, facilitate real-time statistics and monitoring, improve the quality of marking and so on. Therefore, reforms, which have already achieved admirable social and economic benefits, have been carried out in online marking during college entrance examination among a lot of provinces.By cautious analyzing the actual use and operation flow of the examination marking industry as well as combining thought of relationship-management, the author designed and realized a quality control system for online marking. The review quality management system, which has been discussed in the paper, is a part of the information management system for online marking. Its major quality is to monitor and manage the quality of online marking. By applying numerous technologies, such as the modern network, information security, SSL,ORACLE, data-base technology, OCR(Optical Character Recognition), OMR (Optical Mark Reader) and so on, it enables high efficient, low-costing, fair, just and safe of online marking. Through this platform,We are able to judge the papers and monitor the process of marking. Various curves of marking system enable us to monitor the quality of marking in a more direct way, inspect the marked paper more timely. According to the characteristics of the subject, we choose vigorous, scalable, convenient-upgrading, as well as browser-based B/S network developing method.In this paper, a combination of WEB applications, SSL technology and multi-layer based on J2EE architecture. At the front, General html, javascript, jsp, ajax technologies such as the composition of user interaction layer - that layer; all the business logic implementation in the middle layer, JSP provides data acquisition services; application layer between the use of similar products in the BEA-dominated companies Weblogic production server as a middleware for the application to provide a reliable operating environment. At this level, the use of MVC pattern, the business logic and data separation, data layers using the best current performance OEACLE9i General to provide database services.
