E-government utilizes the information and network technology to simplify the administrative operation. The E-government system has some features such as openness, high integration, high security demands and so on. In recent years, with the integration of government business and the upgrading requirements of civil service ,China's E-government systems are facing with more problems on integration of different data resources, realization of cross-boundary, cross-sectoral, inter-level and cross-border coordinated applications, integration of information and seamless government operation, which bring more request to the system design. However, the government information and office automation systems that have been built are low-level and simple in application. Cross-sectoral applications has become self-sectoral .The whole E-government systems are isolated as separate "chimneys", and potential risk of "information island" highlights.In this paper, based on the in-depth study of software development technology and ideas on the basis of the SOA architecture, we developed the E-government system design which based on the SOA middleware technology. The design of this system includes four levels, namely: operational platform service layer, middleware (components) service layer, integration service layer and application service layer. In the integration service layer, this system adopts service bus technology of E-government-oriented system, which makes it more suitable for E-business administrative systems requirement of cross-sectoral and multi-dynamic integration by collaborating and packaging secondly the fine-grained, low-reusable services . It's an effective way to realize the E-government system's flexible integration, to improve the utilization efficiency of resources and to save investment by cutting several information resources of cross-sectoral and multi-disciplinary services into various size range services, then re-allocating and re-assembling. This article contains four parts. Firstly, we deeply study our E-government system's standardized construction and promotion of standard system, and put forward the demand analysis for E-government systems. Secondly, by discussing the ideas and methods of SOA software architecture, we analyze the reasons that why the SOA architecture is the most suitable for developing E-government system on the basis of its characteristics .Thirdly, through E-government systems analysis, we design a electronic system platform of SOA-based middleware, which has better capability for dynamic development and expansion by improving the software's flexibility with service bus technology. In the end, this paper discusses in detail the realization method of the platform, and proves that the SOA-based middleware E-government system has better performance by prototype system testing.
