Packet Switched Network technology originated in the 60's at the end of the 20th century, our country's packet switching network has already operatored for fifteen years. With increasingly fierce competition, the continual emergence of new technologies, the traditional basic data network can not fully meet the market demanding, its market share is also getting smaller and smaller, operating income decreased year after year. Because of running for many years, the aging network equipment, the manufacturer had stopped working, or even a group of equipment could not be found, the working of maintenance is very difficult, the costs of maintenance are also increasing, network operators maintained the status. In 2008, in accordance with the working plan ,our company will have closed the local packet switching network completed by the end of 2009. How to resolve the current users switch to other networks as our mainly priority problem. The schemes of changing network have been completed.In this thesis, the current users access and business situation of packet switching network has been analysed , we will draft different plan based on different users' form. According to the result of the analysis ,five schemes have been proposed in this thesis: using the plan based XOT, we can solve the user whose upper layer of application works at x.25 procedure; using the plan based Digital Data Network, we can settle the user whose application model is point to point communication; using the plan based frame relay network, we can settle the user whose application model is point to multi-point communication; and to use the IP VPN technology, and Accessing to FR network by ADSL . This paper produced the characteristics of network technology and business applications of each plans, the paper has provided feasibility study and pointed out its limitations as well as the existence of the problem .Finally , from the network transformation, the cost of investment, and the safety of above plans have been compared in this paper, the paper comes to a conclusion about the migration of x.25 user: we can use IP VPN technology to solve the x.25 user whose upper layer of application based on IP procedure; we can use XOT technology to solve the x.25 user whose upper layer of application based on x.25 procedure. If the user wants special security and reliability requirement, we can meet the user's needs using FR network.The mission of closed local packet switching network has been implemented, the researching of this paper will be very important.
