Along with high speed networking and the rapid development of multimedia technical, reseachers proposed more and more synthesis service requests including the multimedia correspondence. Traditional grouping exchange network, like Internet, is a sort of service which is designed for the non-real-time data communication, and only provides "Best Effort" service. This meants that it only can transmit user's data with best effort, but does not provide any guarantee for the band width and time delay. Although this kind of service is suitable extremely for the traditional application, but is not suitable actually for newly appears real-time and the distributional multimedia applications. Guarantee to provide high level service in the new generation of network becomes the main topic at present computer network studies. In current network environment, the QoS research mainly manifests to guarantee correspondence quality of real-time services.This article mainly studies the guarantee plan for the QoS of IP networkwhich is suggested by IETF——the principle of Diffserv. Combined withthe IP bearer network project of China Unicom, analysis are given to achieve QOS using Diffserv model in the IP backbone routing network. The author participated in the construction work of IP bearer network of China Unicom. In the project, a network design program to guarantee the realization of QoS is put forward with the light load mode to the link as a main way, and the distinguish between services (DiffServ) technology as a supplement. Fruther, this program is used to guide the implementation of the project. Finally, a detailed network testing program is developed. The actual parameter tests are given aimed at IP bearer network, which are used to verify the practical application of QoS technology.The IP bearer network of China Unicom has been put into the application. It provides a good QoS guarantee for VOIP, video conferencing and other real-time communication business, and the expected design goal is reached.
