The foundation of BSS/OSS construction is the design and build of shared information data model. However, the consequence of the informatization of most operators is some independent BSS/OSS systems with lots of redundant and inconsistent data. It is difficult to connect different legacy systems together, so there are many isolated information islands in operators' systems. The Shared Information Data (SID) theory in New Generation Operations System & Software (NGOSS) is a good way to resolve those problems above, which could make data uniform, standard and modeled. But it can only be a reference to implement. A method is still needed to guide the construction of shared information data model for enterprises with different requirements.The first part of the paper expatiates the background and related theories of the research, as well as the analysis of related achievements. Secondly, a method of shared information data model construction is abstracted with principles of each step, which has wide range of utility for many fields. Also the using of design pattern ideology in the design of information model is summarized. Then, accomplish the practice of this method in radio and television field by using it to describe how to construct a shared information data model for a radio and television operator and showing the achievements of the information model construction. Finally, the shared information data model in radio and television filed is verified from two aspects to prove that the method is reasonable and practicable.
