National Economy Mobilization (NEM) is a series of activities transforming the national economy from normal state to war-time state in order to improve the economy's emergency-handling ability thus meets the need of maintaining national safety and warfare.. If includes department conversion, material production, medical teams gathering and etc. Practical Rehearse is necessary to speed up the NEM, but it cost too much human resource sand materials.National Economy Mobilization Simulation and Training (NEMST) take the advantage of Distributed Interaction Simulation Technology to simulate the course of implementing NEM based on infrastructures of computer networks. It can virtualize each step in the course of NEM then users taking part in the training can do his or her job in the step. So NEMSTS can train partners in NEM and check and verify the plan drafted for NEMthe paper first introduce the basic facts of NEM and NEMST, analyze in detail the problems encountered in NEMST, and give the corresponding solutions. And a National Economy Mobilization Simulation and Training System Framework (NEMSTSF) is raised based on those solutions. Then NEMSTSF's two major components: scenario building and Training Management are discussed in elaboration. Scenario is composed of outline scheme and specific script, and concrete scenario is generated by embracing abstract script with concrete scheme. Training Management, which based on the scenario-building, is implemented in 3 layers, which separates the scenario, events and businesses. All these finally contribute to a flexible, configurable and easily-operated software system which can be integrated with the current NEM software without too much difficulty. The key points of implements the NEMSTSF is put forward in general at the last part of the paper.
