Research On Constitution Technology Of National Economy Mobilization Preparedness

In order to cope with the possible war and various emergency incidents effectively, we need to do the research on the National Economy Mobilization (NEM) and constitute and manage the National Economy Mobilization Preparedness (NEMP) properly to enhance the NEM system's ability to deal with the emergencies. However, after reading the papers on the NEMP, we find that the research on it is only at its beginning step, and there is no criterion on how to constitute an NEMP. Thus, it brings the difficulties in the management of NEMP.In order to deal with the constitution and management of NEMP, we have to research on the method of the preparedness constitution. The prerequisite of the development of NEMP constitution technology is the research on the expression method of NEMP, so we introduce the NEMP expression method base on XML at the beginning of the article. After the ex-process of the NEMP, the computer can identify and storage NEMP at the basic level. Base on the work mentioned above, we use XML and SCHEMA technology to describe NEMP and make the NEMP in the XML form more flexible, more editable and more easier for computer to process. We also do some research on the constitution technology of the NEMP. Firstly, we introduce the concept of the Mobilization Task. After that we research on the task assignment problem and provide a method of the task assignment problem. Last but not the least, we introduce the concept of the template of NEMP and provide a method of the constitution of the NEMP which involves with the NEMP template and Mobilization Task.The constitution method of NEMP provided by this article solves the problem of the low effectivity of processing NEMP by the traditional way in many industries, and improves the effective and intelligent level of the NEMP process by introducing the method of processing NEMP in regulation and XML form with computers.
