Network course are new education resources developed with the rapid development of the computer, communications and network technology, it will not only bring the profound changes in the traditional school education, and the students without restriction under the conditions of time and space can be to learn according to its own situation, Largely, it promotes the process of the socialization of education and lifelong learning. Network course plays an important role in network education, its design and development is urgently needed in this time by more and more attention to network educators.The author analysis the application situation of network course at home and abroad and once viewed of network courses, found that although network course for learners to provide a relatively rich learning resources, to make up for the inadequacy of the traditional classroom teaching, but can not meet the learning needs of all learners, also because "Basic Computer Applications" course is major public non-computer courses for all students (including specialist and undergraduate), has a large number of students. So the author selects a lesson in the course of "Basic Computer Applications"– conversion between different systems as the object of design and development, uses of the systematic methods of Dick - Carey's Instructional Design Model to do a detailed systematic instructional design for the entire teaching process from seven steps of Identify Instruction Goals, Conduct Instruction Analysis, Identify Entry Behaviors, Write Performance Objectives, Develop Criterion-Reference Tests, Develop Instruction Strategy, Design & Conduct Formative Evaluation, based on the ideas of Software Engineering, chooses the Waterfall Model realized sequence to guide the development of the system from six basic aspects of planning, needs analysis, design, coding, testing and operation and maintenance, and based on the design objectives and functional requirements of the network course, the author also selects Macromedia Dreamweaver 8 as the tools of web Pages and Access 2003 as the database technology, uses of VBScript and a small amount of the JavaScript language, builds ASP platform on Windows XP's IIS 5.0 Web server for development, after the testing, the network course as the supplement of classroom instruction and on-line extension, reaches a basic function of supporting the study and met to the aspirations of self-learners, at same times, provides services for the wider study fans, promoted the study, and improves the efficiency of the study.
