Information management is a critical part for the development of irrigation area. It is one of very important non-engineering means. It processing for irrigation area makes full use of modern information technology, exploits the information resources in the irrigation area to improve the precision of collected data and fast transportation so that accurate and timely feedback and prediction can be made based on this information. It provides support for the management department of irrigation area to make scientific decision-making and improve the management efficiency, and finally helps the healthy growth of the irrigation area. So, it is very critical to establish a stable, powerful and practicable MIS for the irrigation area to improve the management efficiency and decision-making level.This thesis describes the basic theory of management information system by analyzing the current research and development status of MIS at home and abroad. Combined with the realistic cases at HuaiLian watering area of JiangSu Province, one MIS with wide features from data collection to user query is designed.Huailian watering area MIS includes automatic information collection subsystem, network transportation subsystem, integrated database and management information subsystem based on GIS.This system collects data by some equipments such as rain-meter and water-meter, sends data to the database via GPRS terminal MDevice, GPRS network and wireless communication software M-Server. It establishes the integrated database by using ADO.NET and allows users to browse, query information and print reports by popular browsers. This system also implements the GIS inquiry feature.
