The TV media has the public attribution. At present, there are mainly two kinds of TV media system patterns in most countries all over the world, namely the commerce TV system and public TV system. Public TV has significant functions and values in terms of taking on public affairs, tradition culture and improving the quality of citizens. It has been accepted and emphasized widely by the public. Now, our country begins to pay much attention to the public TV system and make it as the beginning of TV reform.Under such a realistic background as well as the academic research situation, this study tries to give an explanation to a set of terms, including "publicity", "Public Sphere" and "TV publicity". Besides, the author analyzes some basic issues concerning public TV system based on the principles of public theories and dissemination theories. This thesis starts from the reality of analyzing the western public TV system, and then tries to explore some enlightenment of Chinese TV system. Based on the present performance of Chinese TV system, the author demonstrates the basic and typical issues lying in Chinese TV system as well as the reasons for these problems. In order to overcome the obstacles standing in the way of Chinese public TV system development and to enhance its quality, exploration is necessary. The exploration of this thesis is the following: asserting the core concept of publicity, making clear the appropriate approach to building public TV and making grand efforts to open public channels, etc.
