Web education is a kind of long-distance education, which makes use of network, satellite communications and telegraph as medium and outspreads the activities of teaching and learning courses under the condition of web education with the essence of multimedia web-based courses. Web education is developing along with the fast expansion of network, especially internet. It is unrestrained by space and time, comparing with traditional education. It is available anywhere and for whoever is in need, which makes life education and studying possible.Former educational is mainly focusing on teaching because of the affection of traditional education theory. Other factors are in consideration. Educational system attaches more importance to the design of learning as the deepening of education reformation and appearing of varies learning theories. And the web course here designed is in more recognition of learning.The purpose of this paper is the research and development of web-based courses, online education is based on constructivism theory as its important guiding ideology. Constructivism learning theory abandoned"teacher-centered", and stressed the main role of students, considering students are the main body of information processing, the initiative constructor of significance. Meanwhile, teachers'leading role can not be ignored, they help and facilitate significance construction. Contructivism provides theoretical basis for"learning-centered teaching", many psychologists have been more in-depth study based on the fundamental point of view of constructivism, and raise various views based on their own concerned study and teaching, formed various schools of constructivism. In these schools, cognitive flexibility provides the most appropriate theoretical model for web-based teaching systematical design.The development and design of web-based courses of web-based distance education has become the important research and development area. In order to support variuos models, like teachers and learners,learners and learners, etc.,across space, real-time or non real-time interaction, the learners can interact at the same time in different places. These new functions of information age are just our purpose and significance to develop this system.
