As a new pattern of enterprises cooperation mode, “cluster supply chain”(CSC) can help SMEs(small and middle enterprises) to face the changing market demands through the dynamic construction and composition of different enterprise service resources. However, the non-equalization phenomenon is common in the enterprise services allocation of CSC. A large number of service demands have concentrated on a few high-quality service resources and some part of the acceptable quality service resources are in a "starvation mode", which not only results in the waste of service resources, but also can`t improve the satisfaction of customers. As a result, how to achieve the equalization oriented matching between enterprise services and customer demands with the information technology has become a serious challenge in the field.To solve this problem, we will research from two angles.(1) From service resources angle,this paper first designs a evaluation model based on the equalization QoS(Quality of Service) combined with the operation characteristics of the enterprise services and Web services; Secondly, the dynamic virtual enterprise services are presented to increase the number of candidate services, which match with the enterprise cooperation pattern in CSC; Thirdly, a complete process oriented equal service selection is constructed, which can gradually improve the equalization effect in service matchmaking by means of adjusting the equalization oriented QoS model. Finally, the priority scheduling of service in the demands is optimized.(2) From the service requirements angle, the service requirements in the needs are classified and the priority scheduling algorithm is optimized.The simulation results validate the effectiveness of the equalization oriented service selection method, which can improve the service utilization rate effectively, and reduce the completion time of a service demands sequence.
