The coal industry, as the basic industries of china, which has an irreplaceable position in energy consumption of China, has made great contributions for China's overall economic growth. However, due to historical reasons and reasons of its own, the building of information technology of coal industry is still in backward stage relatively, especially for the local coal enterprises, the information construction in general is relatively backward, the enterprise can not be integrated through the role of information technology management support and system innovation, resulting in the decision-making level of management inefficiency.The article, take the development and design of the quality of management information system of coal as the background, based on the two large and medium-sized coal enterprises of Fujian Province. in accordance with quality management of current status and future business needs, from the reality of the status quo of enterprise information , analysis the overall functions of needs of the quality of management information systems, determine the system's overall technical architecture and functional structure. The system achieve the scientific quality management of coal, effectively reducing the quality of the work flow and avoid manual errors of omission, to facilitate inspection of quality of information inquiries and analysis of the main quality indicators for business users at all levels, in charge of the quality of leadership provided by the strong support of the decision-making and improve the overall application of the enterprise management level.The quality of information management, data collection, reporting, query and other functions of the quality Management Information System are modular, standardized design, in order to achieve system within the coal industry in the application of transplantation, to improve the development and deployment of efficiency ,savings for the local coal enterprises to speed up the information technology investment and implementation process, which is to speed up the information systems in small and medium-sized application of a practical way. Finally, the article also optimize system performance database application for a research strategy, the performance of a final performance of the operational phase of the system, and the reasons for performance problems caused by the application system may occur in any stage of the life cycle, the focus of this article from the database, application system design analysis of SQL statements to optimize applications, database systems and anti-paradigm of sub-applications technology related to performance optimization. Optimized through a number of practical cases, provide a reference method for database application-level optimization of system performance of the small and medium-sized.
