The expression of public opinion is an important part of democracy and of our state laws.To establish an unobstructed and effective channel for the public to express their opinions is a global tendency,but not an easy task because of different countries' conditions.The main purpose of this paper is to find out the factors restricting the online presentation of public opinion in China,based on a case study and to put forward methods for the improvement of online public opinions environment.This paper adopts empirical research methodology,focusing on the analysis of the two main types of online opinions--subject-specified,free speech and online discussion,on the lawsuit of Xu Ting,who was accused of"illegally"drawing money from a out-of-ordered ATM machine,and the problems which are often found in the online presentation of public opinions,such as,ineffective feedback,distorted facts, emotional or irrational expressions and channels limits.This paper delves into the roots of these problems in terms of the traditional notions,social system,culture and technology.Finally,this paper brings forward suggestions and measures for the improvement of the environment for development of online public opinions presentation,including idea transformation,system improvement,technology optimization and legal system perfection.
