Disasters accompany human beings since the birth of human society. It is the instinct of human beings to concern and avoid disasters. We concern disasters much more than before with the development of economic and the coming of information-society. In the Chinese and foreign press history, from the collision of the Titanic to the "9 ? 11 Incident" and Wenchuan earthquake, disaster report is a critical part in media activities. As environmental monitoring, it is mass media's duty to report disasters.To face the same disaster, different media show us different pictures, which reflect the shaping power of news framework to the appearance of news. In order to reveal the function of news framework, the paper choose Wenchuan earthquake report from 'People's Daily 'and 'The New York Times 'as case to study. The study takes comparison analysis as tools to research news framework three-tier structure, as subject-set-up high tier, text-structure mid tier, rhetoric lower tier, to show the mechanism of news framework in Chinese and American disaster report. Meanwhile, the article also talks the reasons that form the news framework including the nature and regulation of media, news production processes and traditions, cultural environment.This article tries to interprete the difference, at the same time, provide models for our press to enhance the level of disaster coverage, and enhance the external communication capacity.
