With the development of world oil industry and information technologic, made conditional to the petrochemical refinery enterprises to achieve the integration of control, so as to achieve environmental protection, lower power, intelligent control and management, Manufacturing Execution System (MES) is mainly for workshop production management and scheduling the implementation and execution. A well-designed MES system can be integrated in a unified platform, such as production scheduling, material tracking, material balance, quality control, equipment failure analysis, network management functions. System can achieve this by emphasizing the overall optimization of the manufacturing process to help enterprises to implement a complete closed-loop production, to help enterprises to establish a real-time integration and the ERP / MES / SFC information system.This article mainly presents the oil refining and petrochemical industry headquarters around with chemical production operation system design and implementation, expounds each link of petrochemical industry production and operation of the system level headquarters development and implementation. The system has been implemented in the project of MES systems platform, establishes production data of the headquarters data platform and also establishes the corresponding platform, production operations management, production tracking, production management and production performance reporting system with the most economical way to optimize production to meet the requirements of the headquarters operations of the refinery production decision-making needs.
