With the development of Internet and computer technology, the streaming media comes out one after another like VoD (Video on Demand) and long-distance education. It is the future direction to develop VoD or video broadcast on the Internet. The CDN (Content Distributed Network) and IP multicast technology have met the requirement of streaming media system on bandwidth. But they have many disadvantages which hindered the development of streaming media technology. At this time, application layer multicast comes into being to overcome the shortcomings. It is important for a streaming media system to design a nice application layer protocol.In this paper, an application layer multicast protocol algorithm which is P2P streaming media-oriented was proposed. After the analysis of existing application layer multicast protocols, an application layer multicast protocol which is P2P streaming media -oriented was designed. An algorithm is proposed to construct control topology and data forwarding topology. It is based on a utility factor. At the same time, two mechanisms were advantaged named data forwarding maintenance and QoS synchronization respectively.The existing application layer multicast protocols is analyzed at first, then P2P streaming media technology and multicast theory was introduced, based on which a new P2P streaming media-oriented application layer multicast protocol was designed. It concludes message-exchange protocol, data-transmit protocol and concrete modules. Then an algorithm is proposed to construct control topology and data forwarding topology. At last, our protocol was simulated and was contrasted with NICE protocol. The result is a new application multicast protocol was proposed which can prevent the topology not matching and has fine capability.
