The paper based on the flue gas emissions information management system of the thermal power plants in Beijing, Tianjin and Hebei. The system uses incremental iteration model as its software life cycle model and processes through the roadmap of requirement analysis, system design, realization and test, has carried on the demand modeling and the project construction design, and proposes the solution.The system was implemented by several techniques. For example, Socket communication, Serial port programming and hibernate. The project used UML to analysis the requirement and designs the communication protocol. The flue gas emissions information management system using separate modules satisfied the requirements. Now it enhance the ability of gas emissions processed according the monitor module and message alarm module. Considering the security of the system, digital signature was involved to increases secure. After system development finished, unit test and performance test were used to support the quality of system.At present, this system has already succeeded applies between Beijing and Tianjin. The successful development of the system will support the environment protection.
